RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.
We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.
Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.
The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.
The standards necessitate conducting two types of validation.
The first kind of assessment validation ensures your RTO's assessment adheres to the training package requirements within your scope.
The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.
Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.
What are the Two Types of Assessment Validation?

As discussed earlier and in our prior blogs, validation involves two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.
Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.
Our focus here will be on assessment tool validation.
Conducting Assessment Tool Validation
With a grasp of the two validation types, let’s focus on assessment tool validation.
When Should You Conduct Assessment Tool Validation?
Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.
There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- resources are updated
- when new training products are added on scope
- course is reviewed by you against training product updates
- learning resources are identified as a risk during the risk assessment
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.

Learning Resources
For validating your assessment tools, you will need the full array of your learning resources:
Mapping tool – this is the initial document to review. It identifies which assessment items address unit requirements, speeding up validation.
Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.
Assessor guide/marking guide – also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.
Panel of Validators
Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.
Your validation panel, as a group, must possess:
Up-to-date vocational competencies and industry skills pertinent to the unit being validated
Up-to-date knowledge and skills in vocational teaching and learning
Either of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or its updated version
Assessment validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

As we explained in our blog post Common Problems In Assessment Tools, it’s vital that your assessment tools enable trainers to follow assessment principles and evidence rules.
Key Principles of Assessment
Fairness – Does the assessment ensure equal opportunity and access for everyone?
Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Is the assessment assessing what read more it is intended to assess? Is it a valid tool for evaluating the required skill or knowledge?
Reliability – Will the assessment achieve consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?
Evidence Rules
Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool prove that the work is the candidate’s own?
Currency – Do the assessment tools correspond to current units of competency and industry practices?
Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:
Lead by Example
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Carry out each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
nappy changing
bottle preparation, feeding babies from bottles, and cleaning equipment
solid food preparation and feeding babies
respond to baby signs and cues suitably
settle infants for sleep and prepare them
monitor and foster physical exploration and gross motor skills appropriate for the age
Having students explain the process of nappy changing for babies under 12 months old doesn’t fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.
Notice the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby isn’t sufficient.
Complete or Not Competent
Observe the lists. As noted above, if students are asked to perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What details can be included in a work package?
The answer might include:
Needed materials
Corresponding costs
Activity timeframe
Assigned roles and responsibilities
If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.
This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:
Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.
Answers might include, but are not limited to:
Weather conditions – isolation of the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolation, engineering controls
People – isolating, use of engineering controls, administrative controls
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolating, use of engineering controls, administrative controls
Equipment or machinery – isolation, engineering controls, administration
Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” However, such guarantees require you to wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant approach.
